Cissie Lam

Learning and Evaluation Officer, Conrad N. Hilton Foundation

Cissie is a Learning and Evaluation Officer at the Conrad N. Hilton Foundation supporting the Opportunity Youth Initiative. She works with the grantmaking team to develop measurement frameworks, execute research grants, and build learning practices. She serves as the lead on the evaluation of the Initiative’s five-year strategy, working with external evaluation partners to track progress, identify opportunities, and recommend adaptations across the portfolio. Previously, she held similar measurement and evaluation roles advising the Paul G. Allen Family Foundation on local community grantmaking and the Gordon and Betty Moore Foundation on their patient-centered healthcare improvement program. She spent time as a consultant for the public sector in Malaysiaas well as at the World Bank and International Finance Corporation, focusing on trust fund operations and transportation impact metrics. Her experience includes financial inclusion and entrepreneurship research projects in the Philippines, Indonesia, and Kenya. Cissie holds a master’s degree in public administration from the School of International and Public Affairs at Columbia University.
