This study draws on 2011 and 2013 data from the American Community Survey to model the effect of naturalization on cities. It demonstrates the fiscal value in further developing initiatives to promote citizenship, including outreach, legal assistance and financial coaching, and classes in civics and English language. Policymakers, educators, and community organizers can use this research to understand how programs that enable immigrants who are eligible for citizenship to become US citizens can be a powerful mechanism for cities to harness the full economic contribution of immigrants and promote local economic development.
